• Lets the Federal Aviation Administration (FAA) use its own insurance fund to keep operating and pay workers during government shutdowns.
• Prioritizes paying air traffic controllers and other Air Traffic Organization employees during a shutdown if funds are limited.
• Extends special war risk insurance for airlines and aircraft operators indefinitely.
• Blocks the use of the insurance fund for temporary funding if its balance would drop below $1,000,000,000 (roughly $3 per American).
• Limits temporary funding for FAA programs to the same level as the previous year.
