Key Provisions

• Creates a technical assistance program to help faith-based groups, colleges, and local governments build affordable rental housing on property owned by faith-based groups and colleges.
• Establishes a competitive grant program to give money to states and local governments that remove barriers to building affordable housing on church and college land.
• Prioritizes grants for housing that serves families with incomes below 60 percent of area median income in well-resourced areas of opportunity, extremely low-income families, people who are homeless or at risk of homelessness (including veterans), people with disabilities, and multi-generational families.
• Authorizes setting aside $25,000,000 for the technical assistance program in the government's budget year 2026, and $10,000,000 each year from 2027-2031.
• Authorizes setting aside $50,000,000 for the Challenge Grant program each government budget year from 2026-2031.
