Key Provisions

• Requires more frequent inspections for certain hospice programs and home health agencies, such as those that are new or show signs of potential fraud.
• Requires existing hospice programs in certain states to be revalidated if new hospice programs in those states face enhanced oversight.
• Increases the Medicare payment reduction for hospice programs and home health agencies that do not submit required quality data, from 4% to 15% for hospices and 2% to 15% for home health agencies starting in 2029.
• Requires fingerprinting for administrators and medical directors of new hospice programs and home health agencies at high risk of fraud, if fingerprinting is already part of the screening process for that provider type, and proof of liability insurance.
• Makes accreditation organizations meet higher standards for their inspection procedures and requires their surveyors to complete Centers for Medicare & Medicaid Services (CMS) training.
