• Would ban domestic businesses that are 50% or more owned by foreign nationals from spending money in U.S. elections.
• Would ban domestic businesses with even small foreign ownership (1% for one foreign national, 5% for multiple) or foreign control over decision-making regarding U.S. interests or election activities from spending money in U.S. elections.
• Would extend the ban on foreign money to state and local ballot measures, referendums, and recall elections, and to Super PACs.
• Would require the chief executive officer of a business making election payments to certify under oath that their company is not foreign-controlled.
• Would make it unlawful for political committees to use election funds from businesses that have not provided a certification of compliance.
