What Would Change

Today, the Government of Ethiopia faces international scrutiny for ongoing violence and human rights abuses, but specific U.S. actions like sanctions or aid suspensions are not mandated by Congress. If this resolution becomes law, the House of Representatives would formally condemn the Government of Ethiopia, express concern over atrocities, and oppose the use of U.S. taxpayer funds for abusive entities. It would also call upon the Secretary of State and relevant agencies to use diplomatic and economic tools, including sanctions and aid restrictions, to promote accountability and reforms. The House would also urge the Trump administration to initiate Global Magnitsky sanctions, suspend nonhumanitarian aid, prioritize support for civil society, make a public determination on genocide, and encourage international coordination for justice.
