Providing for consideration of the bill (H.R. 1501) to amend the FAST Act to include certain mineral production activities as a covered project, and for other purposes; providing for consideration of the bill (H.R. 9436) to amend the Consolidated Appropriations Act, 2023 to extend the time period for which certain regulations concerning the North Atlantic right whale are effective; providing for consideration of the resolution (H. This bill would help communities get federal grants to remove lead paint from older homes and replace lead water pipes. It would also require grant programs to deal with both lead paint and lead in drinking water at the same time. This includes giving out filters and new faucets as temporary fixes. The goal is to reduce lead exposure for families, especially children, in their homes and water.

This bill would set aside $9.5 billion each year for ten years to help state and local governments remove lead pipes from homes, especially in affordable housing. It would also require lead pipe inspections and removal in federally assisted housing and mandate new disclosures for home sales and rentals. To help pay for these efforts, the bill would change how certain investment income is taxed and reduce the estate and gift tax exclusion.
