This bill would ban sexual relationships between members of the U.S. House of Representatives and most of their employees. It would establish new rules for conduct within Congress. The new rules would include exceptions for married couples and certain other relationships approved by the House Ethics Committee.

This bill would require states to pay homebuilders for the extra costs of state energy codes. This applies only when state codes are higher than a federal standard and for homes built in specific "opportunity zones." If states don't make these payments, they could lose out on federal housing money. Builders would also have to tell homebuyers about these cost differences and any payments they received.

This bill would stop federal money for roads and other infrastructure from going to local governments. This applies if they don't tell the Department of Homeland Security when they release certain non-citizens. Local police and jails would need to notify federal officials 48 hours before releasing someone. This applies if the person isn't legally in the U.S. and has been held for at least 48 hours. This change would take effect within one year if the bill becomes law.
