This bill would move the job of reviewing and recognizing foreign medical schools from the Department of Education to the Department of Health and Human Services. This means the health department would handle the rules and processes for these schools, a task currently managed by the education department.

This bill would change the rules so that individuals aged 18 or older could choose subminimum wage employment if they wish. Currently, federal law generally prevents people 24 or younger from these jobs unless specific conditions are met. This change would allow more adults to choose such employment, while also setting new rules for employers and state agencies.

This bill would stop the federal government from giving special treatment to businesses based on the race, ethnicity, or sex of their owners when awarding contracts. It would remove existing preferences for women-owned and socially disadvantaged businesses, while largely keeping those for veteran-owned and HUBZone businesses. Federal agencies would need to update their rules to reflect these changes.

This bill would allow federal agencies to set up a new training program to help federal employees prevent fraud and improper payments in government programs. If established, certain federal workers, like program administrators and financial managers, would be required to complete this training regularly. State, local, and Tribal governments that handle federal money could also get this training for free.
