This bill would update the Supplemental Security Income (SSI) program. It would help more low-income people and couples get aid by raising limits on income and savings, and by increasing how much money they receive. The program would also reach U.S. territories like Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa.

This bill would make sure that someone elected in a special election to the House of Representatives gets sworn in and starts their job quickly. It would require them to be seated within five legislative days after their election results are officially confirmed. This means less time without full representation for the people in that district.

Students would gain a 'right to read' under this bill, which defines what that means and requires states to ensure equitable access to effective school libraries. It would set aside $600 million each year for five years for literacy grants and protect school staff who follow 'right to read' policies. This aims to boost reading skills and library resources nationwide.
