This bill would allow Dr. Yue-Cheng Yang to become a lawful permanent resident in the U.S. It would waive certain immigration rules that might otherwise prevent him from staying or being admitted. However, this would mean one less immigrant visa for people from his home country in a future budget year.

This bill would make Congress approve lawsuits before the Comptroller General can sue the President for not spending money Congress approved. Currently, the Comptroller General can bring these lawsuits without specific congressional permission. This change would give Congress more say in these legal challenges, changing how federal money is handled.
