• Requires the Office of Management and Budget to update its rules for federal agencies on how to ensure the quality of important information used for rules and guidance.
• Requires each federal agency to update its own internal rules to ensure it uses the best available and most suitable information when creating rules and guidance.
• Requires federal agencies to publicly share the main facts and sources they relied on when developing new rules or guidance.
• Lets the public comment on the critical factual material agencies use for rules and guidance, especially during public notice periods.
• Requires agencies to explain why if they cannot publicly share certain critical factual material, and describe steps to increase access.
